Duties




The employee handles a wide range of consular service cases from initiation to final disposition with minimal guidance from the American officer. The employee is expected to exercise initiative and develop innovative solutions, in addition to being skilled in the standard tasks of citizenship claims, passport applications, issuance of consular reports of birth, and other responsibilities. The employee is expected to be skillful in developing and maintaining contacts that assist the ACS section in serving U.S.Citizens. The employee is supervised by a Supervisory ACS Assistant.


The employee is knowledgeable about Department regulations on passport and citizenship matters, prepares and consular report of birth abroad (CRBA) cases for adjudication by the American officer, and produces the final documents that are issued. Tasks include pre-screening cases for eligibility with special attention to possible malafide applications, translating between the American officer and the applicant as necessary, data entry, checking names against the CLASS database, and recommending cases to the American officer for approval. In the course of routine citizenship cases, the employee gathers information from U.S. citizens to update their information in the Smart Traveler Enrollment Program. He or she is also responsible for preparing and sending monthly reports on passports and CRBA adjudications. The employee should be skilled in detecting suspicious cases for further investigations by consular officers and the Fraud prevention Unit.


With limited direction, the jobholder must handle a variety of ACS cases, such as deaths, arrests, destitution cases, repatriation, psychiatric cases, medical emergencies, and welfare and whereabouts checks. The employee will develop expertise in recognizing how to best assist U.S. Citizen in need of assistance and uses good judgement and tact to provide services. The employee must have a good knowledge of Indian law and society, knowledge of Department guidelines, and a good understanding of the workings of the Department and other government bodies. The employee frequently provides support to the American Supervisor on prison, hospital and welfare and whereabouts visits involving child custody cases. This support includes liaising with local officials and service providers, providing resources to affected U.S.citizens, providing guidance to consular officers on legal processes, and translation assistance. The employee liaises with the deputy level officials from Indian government bodies to assist U.S.citizens in times of crises. Advices supervisory ACS LES and supervisory consular officer on cases of suspected fraud. During crisis situations or in the absence of the supervisory ACS LES, guides consular staff in ACS functions to respond to U.S. Citizen needs in an emergency.


Manages disbursement of federal benefits checks and fielding about Social Security benefits. Assists U.S. citizens with applying for Social Security cards. provides voting and tax information and responds to telephonic and written correspondence involving U.S. citizen questions. handles enrollment of U.S. citizens in the Smart Traveler Enrollment Program and designation of citizen liaison volunteers (CLVs). Sends out travel s to registered U.S. citizens and ensures updated information is publicized via the Mission web site and social media. Employee may serve as the consular back-up sub-cashier on a rotational or as-needed basis, collecting consular fees, issuing receipts, holding float of INR2000 and USD 200, issuing refunds as appropriate, and depositing funds with the Class B Cashier.


Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum three years of progressively responsible work involving public contact, customer service, and application of regulatory material


JOB KNOWLEDGE: The employee should have good computer skills and sound knowledge of internal operating procedures and all areas of consular work. They should acquire on-the-job knowledge of local law, regulations, State Department instructions, legal fraud trends. The employee should have thorough knowledge of applicable U.S. laws, regulations, State Department instructions, legal precedents, and court decisions. The employee should have clear understanding of Indian law, practices, and general environment.

LANGUAGE: Level IV in English (speak/read/write) and Level III in Telugu or Hindi (speak/read) - This may be tested


SKILLS AND ABILITIES :The employees should exercise tact and careful handling in dealing with the public under difficult and sensitive circumstances and should have the ability to work in a high-stress, high-volume production environment. They should be able to draft complex correspondence in precise and correct English. The employee must be able to manipulate large volumes of diverse data to identify trends, and must be able to perform rapid database searches to obtain critical information quickly in an emergency. They must learn the complex and specialized software programs required to perform all aspects of consular work, and should have a good working knowledge of Microsoft Office. The employee must have the ability to understand regulatory documents such as 7 and 8 FAM and citizenship sections of the Immigration and Nationality Act.

For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
